All Central Excise assessees and registered dealers must obtain the new ECC number by January 1, 2000. The ECC number is alphanumeric, comprising the PAN, a two-character code indicating the category (e.g., 'XM' for manufacturers), and a three-digit serial number for multiple premises. The process involves applying through local Central Excise offices, with a specific timeline for processing and issuance. The existing ECC numbers will be phased out by April 1, 2000.
