<h1>New ECC Number Based on PAN Required for Central Excise by January 1, 2000; Old Numbers Phased Out by April 1.</h1> The Ministry of Finance, in collaboration with the Ministry of Commerce, has mandated the use of a new Excise Control Code (ECC) number based on the Permanent Account Number (PAN) issued by the Income Tax Department. This initiative aims to standardize identification across various regulatory agencies, including Central Excise, Customs, and Income Tax. All Central Excise assessees and registered dealers must obtain the new ECC number by January 1, 2000. The ECC number is alphanumeric, comprising the PAN, a two-character code indicating the category (e.g., 'XM' for manufacturers), and a three-digit serial number for multiple premises. The process involves applying through local Central Excise offices, with a specific timeline for processing and issuance. The existing ECC numbers will be phased out by April 1, 2000.
