<h1>India Clarifies Non-Basmati Rice Export Ban: Shipments Filed Pre-Notification Can Proceed Per Handbook Para 9.12.</h1> The Government of India, through the Directorate General of Foreign Trade, issued a clarification regarding the ban on the export of non-basmati rice effective from October 9, 2007. The circular addresses concerns that customs authorities are not allowing exports even when shipping bills were filed before the ban. It clarifies that the ban does not apply to consignments already submitted to customs for examination and export before the notification date, as per paragraph 9.12 of the Handbook of Procedures Vol.I. This directive is approved by the DGFT.
