India Updates ITC (HS) Codes for Chemical Weapons Convention; Export Restrictions Apply to Schedule 2 & 3 Chemicals.
The Government of India has re-assigned 8-digit ITC (HS) codes to Scheduled Chemicals under the Chemical Weapons Convention (CWC) for the 2004-2009 period. These changes are reflected in the Customs Tariff. Export of Schedule 2 chemicals is restricted and requires approval from the Inter-Ministerial Working Group (IMWG) at the Directorate General of Foreign Trade (DGFT), while import is generally allowed except from certain countries listed in Annexure 'C'. Schedule 3 chemicals have also been re-assigned codes, with exports permitted except to specified countries, again requiring an export license. The circular includes detailed lists of chemicals and their respective codes.
