It decentralizes the approval process for importing DG sets under 1000 KVA to local licensing authorities to prevent delays affecting production and exports. The mining industry is allowed to import conveyor belts and OTR tires under the scheme. EPCG license holders can source capital goods from domestic manufacturers without EPCG committee approval, following Exim Policy and Handbook procedures. The restriction on exporting cotton yarn below 41 counts for fulfilling export obligations is relaxed for 1999, allowing exports of any count to meet obligations. This decision is approved by the DGFT.
