<h1>India's DGFT Clarifies SIL Surrender Rule: Three Times c.i.f. Value for Imports, Excluding Pre-March 31, 1999 Shipments.</h1> The circular from the Directorate General of Foreign Trade, India, dated May 26, 1999, clarifies the requirement for surrendering Special Import Licenses (SIL) equivalent to three times the c.i.f. value of imports. This requirement applies to items importable under SIL, except when the surrender requirement exceeds three times the c.i.f. value. The provision does not apply to consignments shipped or dispatched before March 31, 1999, as per the guidelines in the Hand Book Vol.I. This directive has been issued with the approval of the Director General of Foreign Trade.
