<h1>Amendment to Rule 173H: Authority Delegated to Chief Commissioner for Permissions; Previous Circular Rescinded.</h1> The circular issued by the Central Board of Excise & Customs, dated February 20, 1998, addresses amendments to Rule 173H by Notification No. 61/97-CE(NT) dated December 11, 1997. It delegates authority to the Chief Commissioner to grant permissions under sub-rule (3) through special or general orders, subject to specified conditions and limitations. This amendment also affects sub-rule (4). As a result, the previous Board's Circular No. 193/27/96-CX is rescinded. The circular is signed by the Under Secretary of the Department of Revenue.
