<h1>Grant of customs facilities to returning diplomatic officers -- prior instructions withdrawn; baggage governed by Baggage Rules; adhoc relief possible.</h1> The Ministry withdraws its 1951 instructions and directs that clearance of baggage for diplomatic and government personnel returning to India will be governed by the Baggage Rules, 1994. Where those Rules do not provide appropriate duty relief--for example, transfer of residence facilities for officials recalled prematurely in the public interest--the Ministry will consider case-by-case adhoc exemptions on merits. The circular notes that some earlier provisions lacked legal backing and that substantive concessions in the old instructions are largely covered by the current Baggage Rules.
