<h1>Phytosanitary Certificate Requirement for Packaging Materials Withheld; New Wood Treatment Rule Effective November 1, 2004.</h1> The Ministry of Finance, Department of Revenue, Central Board of Excise & Customs issued a circular regarding changes to the Plant Quarantine (Regulation of Import into India) Order, 2003. The requirement for a phytosanitary certificate for packaging materials of imported goods, outlined in sub-clause (22) of clause (3), was withheld as of June 1, 2004. Subsequently, the Ministry of Agriculture deleted sub-clauses 21 and 22, replacing them with a new sub-clause 20A, which mandates treatment of wood packaging materials, effective November 1, 2004. Relevant instructions were to be issued to all concerned parties.
