It highlights the challenge of verifying the raw material source for these imports. Under the Indo-Nepal Treaty, Indian Customs can verify the manufacturing premises in Nepal, allowing the exemption to be extended based on a declaration by the Nepalese manufacturer. The Tariff Conference concluded that the treaty provisions override notification conditions, allowing the benefit to be granted with optional physical verification by Indian Customs. Pending assessments should be finalized accordingly.
