It mandates that procurement certificates and CT-3 forms be issued by the Superintendent of Customs or Central Excise instead of the Assistant or Deputy Commissioner to reduce delays. This change applies only to units with a clean track record. The Assistant or Deputy Commissioner may delegate issuance powers to Range Officers, who must seek post facto approval. Compliance with existing monitoring instructions is emphasized.
