of <h1>Customs Authorities Now Fully Authorized to Convert Free Shipping Bills to Drawback Bills Without Board Reports</h1> The circular clarifies that the authority to convert Free Shipping Bills into Drawback Shipping Bills, previously delegated to Jurisdictional Commissioners of Customs, extends to all cases regardless of whether factual reports were submitted to the Board. Earlier, cases without received factual reports were referred to the Board for decision, but now Customs Houses are empowered to handle all such conversions independently, following the guidelines of the Board's Circular dated 15 July 1998. This decision streamlines the process by removing the requirement for Board intervention in cases where reports were not received, ensuring consistent application of the conversion powers at the Customs House level.
