It announces the removal of criteria related to outreach and locational advantages for issuing new licenses to Full Fledged Money Changers (FFMC), thereby providing more flexibility in branch location selection. All other instructions from the previous circular dated March 9, 2009, remain unchanged. The directions are issued under the Foreign Exchange Management Act, 1999, and must be communicated to relevant parties.
