<h1>Courier Imports and Exports Clearance Rules Updated: Higher Deposits, Extended Validity, Multiple Registrations Allowed</h1> The circular addresses the assessment and clearance procedures for goods imported or exported via courier under the Courier Imports and Exports (Clearance) Regulations, 1998. It extends courier clearance facilities to additional customs airports and allows goods to be transported by both passenger and cargo flights. The regulations increase the security deposit for authorized couriers from Rs. 1 lakh to Rs. 5 lakhs, extend registration validity from one to three years, and permit registration at multiple customs locations with separate bonds and securities. The number of authorized couriers per customs house is limited, with provisions for suspension and appeal of registrations. Goods not covered under courier regulations must be cleared as normal air cargo. Misdeclarations detected during selective scrutiny may result in penalties and prosecution. Customs officers are instructed to implement these provisions and report any difficulties to the Board.
