of <h1>Advance duty-free import scheme for registered manufacturer-exporters: licence controls, DEEC matching, utilisation certification, strict duty recovery with 24% interest</h1> A special advance licensing scheme permits registered manufacturer-exporters of electronic products to import inputs duty-free against licences issued under the Exim Policy, subject to execution of LUT/bond/Bank Guarantee and limits for new exporters; imports must match DEEC descriptions and be used only to manufacture specified export goods, with no transfer of inputs or licences (except prescribed scrap). Ports register licences, maintain DEEC records, and Customs/authorized officers inspect and endorse shipments; a designated officer must certify input utilisation. Failure to meet export obligation or maintain records attracts Customs duty recovery with 24% p.a. interest and enforcement visits.
