<h1>Rough Diamond Exports Allowed with Freely Convertible Payment Under Exim Policy 1997-2002 Section Rules</h1> Rough diamonds purchased from the domestic market may be exported without restriction provided payment is received in freely convertible currency. Third-party exports are permitted under the Exim Policy 1997-2002 and Handbook of Procedures, but third-party imports are prohibited; agents may only act as facilitators, not importers. Export licensing authorities must endorse the original bill of entry to prevent reuse, and customs need not verify it. Exports must comply with value limits: total exports should not exceed 10% of the value of imports against the relevant bill of entry. Exports exceeding prescribed limits require adherence to bonded warehouse procedures. Exporters must provide bills of entry in their own name for imports made on or after April 1, 1997. These provisions ensure regulated export of rough diamonds in line with import restrictions and policy guidelines.
