of <h1>Fast Track import clearance scheme for eligible government, PSU, EOU, research, top importers; pilot from 1 Jan 1998</h1> A Central Board of Excise & Customs circular establishes a Fast Track Clearance scheme for specified ports and air cargo complexes to expedite import clearance for eligible importer categories (government departments, manufacturing PSUs, EPZ/100% EOU/HTP/STP units, approved research/test houses, top duty-paying importers and large electronic manufacturers), excluding licence-bonded goods and listed sensitive items. Applicants must register, maintain a minimum PDA balance, and provide an undertaking and contact details. Bills of Entry are processed via a separate fast-track section on self-assessment with release without routine examination; a Special Group conducts post-clearance audit within 48 hours, with recovery, penalties and suspension for contraventions. The scheme is piloted from 1 January 1998 for six months.
