Issues: Whether cam rings used in a final forming machine were classifiable under sub-heading 8479.90 as parts of a machine having an individual function, or under sub-heading 8483.90 as parts of transmission elements falling under Heading 84.83.
Analysis: The imported goods were cam rings with internal teeth used in a machine which compacted winding coils by converting rotary movement into linear movement of jaws. The goods were found to be intimately connected with the jaw mechanism and to transmit rotary motion into linear motion for the working of the machine. Note 2(a) of Section XVI excluded classification as a machine part under Heading 84.79 where the goods were themselves covered by Heading 84.83 or formed parts of transmission elements. No material was produced to dislodge the factual finding that the cam rings performed a transmission function rather than merely serving as stationary parts of the forming machine.
Conclusion: The cam rings were correctly classifiable as parts of transmission elements under sub-heading 8483.90 and not under sub-heading 8479.90.
