The Tribunal concluded that since separate values were not shown, the entire value of technical documentation (12.5 million DM) should be included in the value of the imported equipment (13.5 million DM).

                          3. Applicability of Rule 9(1)(b)(iv) and Rule 9(1)(e) of the Customs Valuation Rules, 1988:
                          The Tribunal's reasoning was based on Rule 9(1)(b)(iv) and Rule 9(1)(e).
