57th GST Council meeting which was held on 8th October, 2026 at New Delhi after a gap of over 13 months and perhaps may be the only meeting of 2026, recommended very important reformative changes in GST law and procedures in inter alia, areas of 3 three Rs - Registration, returns and refunds. Such reforms have been proposed after nine years of GST in India arising out of learnings, experience and realizing the pain of taxpayers. These proposals will be implemented in due course which are presently the decisions of Council only and are aimed at easing out the pain of doing business and improving compliance levels.
In registration, the process of registration is aimed to be streamlined with clear guidelines on filing and processing. A comprehensive Circular will be issued specifying the documents and information required for GST registration including FAQs. The registration form REG-01 will be simplified by providing drop boxes for selection of documents. GSTN portal will provide a better user friendly interface. Procedure for amendment in registration will also be rationalized. Registration cancellation process is also proposed to be simplified including automatic cancellation on application by the taxpayer, besides suo moto cancellation. There will also be simplified registration mechanism for small vendors on ECO platforms. Overall, the proposals are aimed to simplify and expedite the registration process.
In returns, it is proposed to have alternate mechanism for making amendment in liabilities and input tax credit in returns so as to minimize mismatch and consequent reduction in issuance of notices or intimations. These inter alia, include enhancements in Forms GSTR-1, 1A and 1FF for better reconciliation, electronic statement of tax paid on reverse charge basis and ITC claimed, alignment of details in Form-3B and Forms 1/1A/1FF etc. A detailed Circular will also be issued to clarify the manner of furnishing correct and proper information of ITC and its reversal in Form 3B. It is aimed to considerably reduce mismatch in liability and ITC in returns.
For refunds, faster and system based automated refund processing is in store for tax payers. It is proposed by change in law to provide for system based processing and sanctioning of refund claims in relation to excess balance in electronic cash ledger (ECL), zero rated supplies / exports and inverted duty structure cases. These may be done in two phases. A Circular will be issued to clarify on issues relating to rate of interest on pre-deposit refund (section 115 cases). The proposed measures are aimed to streamline and expedite refund processing through automation and lesser manual intervention, leading to timely and hassle free refund processing.
