<h1>Finance Act 1995 updates Central Excises Act: Rules must be reviewed by Parliament, except for strategic or personal goods.</h1> Section 79 of the Finance Act, 1995, amends section 38 of the Central Excises Act by replacing sub-section (2). The new provision requires that every rule, notification, and order made under specified sections of the Act, except those related to strategic, secret, individual, or personal goods, must be presented before both Houses of Parliament for a total of thirty days. If both Houses agree on modifications or annulments within the specified period, the rule, notification, or order will only be effective in its modified form or will be void, without affecting prior actions taken under it.
