Power to relax: government may exempt coastal goods or vessels from chapter provisions by notification. The Central Government may, by notification in the Official Gazette and when satisfied it is necessary in the public interest, exempt coastal goods or vessels carrying coastal goods from all or any provisions of this Chapter, either absolutely or subject to specified conditions; this insertion creates an enabling power to grant chapter wide exemptions under notified terms.
