Procedure for inquiry into complaints: central government refers credible allegations to a judicial committee which conducts inquiry and reports.

Procedure requires the Central Government to preliminarily scrutinise written complaints alleging misbehavior or incapacity and, if reasonable grounds exist, refer them to a Committee which must cause a judicial inquiry-by a senior judge appropriate to the office-to be conducted, complete it within a specified period preferably within six months, and submit a reasoned report on each charge to the Central Government; the Committee is guided by principles of natural justice and may regulate its own procedure, not being bound by the Code of Civil Procedure.
