Administrative superintendence: Chairperson holds general superintendence and direction over all administrative matters of the Authority.

The Chairperson shall possess general superintendence and direction over all administrative matters of the Authority, vesting centralized responsibility for administrative oversight, policy implementation, and internal management within that office and establishing the Chairperson as the principal administrative officer.
