Non-injurious price is the fair notional selling price used to recommend anti-dumping duty sufficient to remove domestic-industry injury. It is determined from verified investigation-period cost data, adjusted for efficient use of materials, utilities and capacity, proper expense allocation, reasonable depreciation and excluded non-cost or post-manufacturing items. A reasonable pre-tax return on average capital employed may be included, while interest costs are reviewed for abnormality. Where several domestic producers exist, their prices are aggregated using production-share weighted averages.
