Effective revenue deficit: mandate to eliminate it and require revenue deficit restraint under amended fiscal targets.

Amendment requires the Central Government to reduce fiscal deficit, revenue deficit and effective revenue deficit, eliminate the effective revenue deficit by the target date and thereafter build an effective revenue surplus while achieving a prescribed cap on revenue deficit; it also inserts "effective revenue deficit" into sub-section (2) and extends the statutory target date, with annual targets and further prescriptions to be made by rules of the Central Government.
