Rule 1 names the instrument as the Companies (Central Government's) General Rules and Forms, 1956 and provides that the Rules shall come into force on such date as the Central Government appoints by notification in the Official Gazette. The Rule is made under the powers conferred by clauses (a) and (b) of sub section (1) of section 642 of the Companies Act, 1956. It provides that the General Clauses Act, 1897 applies to the interpretation of these Rules as it applies to a Central Act.
