Application of Panchayat provisions to Union territories: Administrator replaces Governor and presidential exceptions permitted.

Article 243L provides that the Part on Panchayats shall apply to Union territories, treating references to a State Governor as references to the Union territory Administrator and references to a State Legislature or Legislative Assembly as references to the Union territory Legislative Assembly where applicable. The President may, by public notification, apply the Part to any Union territory or part thereof subject to specified exceptions and modifications.
