Bill origination and passage rules require both houses' agreement and set non lapse and lapse effects on pending Bills.

Bills may originate in either Parliamentary chamber subject to exceptions for money and financial Bills. Passage requires both Houses' agreement, either unamended or with mutually agreed amendments. Prorogation does not cause pending Bills to lapse; a Bill pending in the upper chamber that has not been passed by the lower chamber does not lapse on dissolution. Bills pending in the lower chamber, or passed by it and pending in the upper chamber, generally lapse on dissolution of the lower chamber, subject to inter-House procedures for disagreement.
