Rule-making power for scheme enables prescribed forms, certificates and parliamentary review allowing modification or annulment by both Houses.

The Central Government may make rules to implement the Scheme, including prescribing the form and verification of declarations and the form of certificates, and any other matters to be provided by rules. Every rule must be laid before each House of Parliament for scrutiny, and both Houses may jointly modify or annul a rule within the prescribed laying period and the immediately following session; such modification or annulment does not affect the validity of prior actions taken under the rule.
