Customs handling rules set out that import and export goods must be managed in prescribed ways with responsibilities imposed.

Amends Section 141 to formalise handling of imported and exported goods within a customs area and authorises prescribed rules for receiving, storing, delivering, despatching or otherwise handling such goods; the duties and liabilities of persons engaged in those activities are to be prescribed.
