Principal Bench exclusivity: specified transfer cases must be examined or adjudicated only by the Principal Bench, with notification power following.

Amendment expands section 109 to allow the Revisional Authority to conduct examination or adjudication of cases referred under the transfer provision if notified; mandates that matters so referred be examined or adjudicated only by the Principal Bench; permits the Government, on Council recommendation, to notify other cases or classes to be heard exclusively by the Principal Bench; and qualifies the President's appointment power as subject to the provisions of subsection five. The amendment is brought into force by notification.
