Exclusion of time in computing limitation requires excluding periods when a diligent parallel prosecution against the same offender is pending (provided it is bona fide and the court's inability to entertain it is due to jurisdictional defect or similar cause), when prosecution is stayed by injunction or order (including issuance and withdrawal days), when notice of prosecution is given or prior consent/sanction is required (counting from application to receipt of order), and when the offender is absent from the relevant territory or has absconded or concealed himself.
