Section 184 is substituted to provide rulemaking power for qualifications and service conditions of Tribunal Chairpersons and Members, require appointments via a Search-cum-Selection Committee whose composition and voting rules are prescribed, mandate a two-name panel recommendation to the Central Government with preference for decision within three months, permit re-appointment with preference for prior service, and allow removal on specified grounds subject to fair hearing; definitions and a provision fixing tenures with transitional protection are included.
