The Act creates an Expenditure-tax on expenditure incurred in specified hotels and restaurants, names the statute the Expenditure-tax Act, 1987, limits territorial extent to India with an exclusion for Jammu and Kashmir, and provides that commencement is by notification of the Central Government in the Official Gazette.
