The amendment empowers the Central Government to notify a scheme for imposing penalties to enhance efficiency, including eliminating Assessing Officer-assessee interface where technologically feasible, optimising resources by economies of scale and functional specialisation, and introducing a penalty mechanism with dynamic jurisdiction. It further authorises notifications directing that provisions on jurisdiction and procedure for imposing penalties may be disapplied or applied with modifications to implement the scheme, and requires that such notifications be laid before each House of Parliament.
