Protocol participation requires prior party status in the convention and binds a State only upon its accession.

The Convention may be supplemented by one or more protocols; a State or jurisdiction must be a Party to the Convention to become a Party to a protocol. A Party to the Convention is not bound by a protocol unless it becomes a Party to that protocol in accordance with the protocol's provisions.
