Turnover threshold increase for goods suppliers may be authorized subject to state request and council recommendation.

The Government may, at the request of a State and on the recommendations of the Council, enhance the aggregate turnover registration threshold for suppliers engaged exclusively in the supply of goods up to a notified cap, subject to conditions and limitations; a person is still considered engaged exclusively in supply of goods even if making exempt service supplies of deposits, loans or advances where consideration is interest or discount.
