Settlement orders do not extinguish third-party rights arising from alleged defaults, preserving third-party claims under regulatory settlements.

Regulation 18 provides that a settlement order under these regulations does not displace or diminish rights of third parties arising out of the alleged default, preserving third parties' ability to assert claims or rights stemming from the same facts as the settlement.
