Customs broker licensing governs licensed brokers and their personnel, while prohibiting sale or transfer of licences.

The Customs Brokers Licensing Regulations, 2018 replace the earlier 2013 licensing regulations, subject to preservation of prior acts and omissions, and take effect upon publication in the Official Gazette. They apply to licensed Customs Brokers and persons employed or engaged by them under the current or earlier licensing frameworks. A licence granted or renewed under the Regulations remains in favour of the licensee and cannot be sold or otherwise transferred.
