Procedure for Authority and Appellate Authority: Authority must follow prescribed procedure while Appellate Authority may regulate its own procedure.

The substituted section 28M requires the Authority to follow such procedure as may be prescribed and authorises the Appellate Authority, subject to the provisions of the Chapter, to regulate its own procedure in all matters arising from the exercise of its powers under the Act.
