Removal of difficulties: Government may order measures to remove statutory implementation difficulties, subject to legislative review.

The Government may, on the recommendations of the Council, by general or special order published in the Official Gazette, make provisions not inconsistent with the Act or its rules or regulations as may be necessary or expedient to remove difficulties in giving effect to any provision of the Act; no such order shall be made after the expiry of a three year period from commencement, and every such order must be laid, as soon as may be, before the State Legislature.
