Laying of rules requires presentation before the State Legislature and allows later modification or annulment.

Every rule, regulation and notification made under the Act must be laid before the State Legislature while in session for a prescribed period; if the Legislature, before the expiry of the immediately following session(s), agrees to modify or annul the instrument, it will thereafter operate only as modified or be of no effect, without prejudice to the validity of anything previously done under it.
