Assessment validity preserved despite procedural defects where proceedings conform to statutory intent and have been acted upon.

Proceedings under the Act shall not be invalid merely for mistakes, defects or omissions if they are in substance and effect in conformity with the intents, purposes and requirements of the Act or any existing law; service of notices, orders or communications cannot be challenged where the recipient has acted on them or where service was not contested in earlier proceedings arising from such instruments.
