Advance ruling binding on applicant and jurisdictional officer unless supporting law, facts or circumstances change.

Advance rulings are binding only on the applicant who sought the ruling (for matters under section 97(2)) and on the concerned or jurisdictional officer in respect of that applicant, and remain binding only until the law, facts or circumstances supporting the original ruling change.
