Laying of rules: delegated instruments must be presented to the legislature for modification or annulment while preserving prior validity.

Every rule, regulation or notification under the Act must be laid before the State Legislature for a cumulative thirty days; the Legislature in the following session may modify or annul the instrument, and any such change affects the instrument prospectively while preserving the validity of prior acts done under the original instrument.
