Transfer of business: transferee becomes jointly and severally liable for pre-transfer tax liabilities and penalties.

The person to whom a business is transferred shall be jointly and severally liable to pay the tax, interest or penalty due from the taxable person up to the time of such transfer, whether such dues have been determined before transfer but remained unpaid or are determined thereafter.
