Amendments to section 2 add a definition of beneficial owner as the person on whose behalf goods are imported or exported or who exercises effective control, incorporate that term into owner related provisions, remove a postal entry cross reference in one clause, and insert definitions for international courier terminal, foreign post office, and passenger name record information to broaden facility and data recording coverage under the Act.
