Tribunal judgments must be signed, may carry dissenting opinions, and ties require constitution of a resolving bench.

Once the final text of a judgment is approved and adopted, it must be signed and dated by the President or the Member(s) and the Registrar and must record the names of participating Members; any Member may append a separate or dissenting opinion, and if Members are equally divided the President shall constitute a Bench to resolve the tie.
