Removal of difficulties powers permit governments to issue orders to address implementation issues, subject to a statutory time limit.

The Central Government or State Government may, by general or special order published in the Gazette, do anything not inconsistent with the Act that appears necessary or expedient to remove difficulties in giving effect to any provision of the Act; every such order must be laid before Parliament or the State Legislature as soon as may be after it is made and is subject to the time limit prescribed by the originating provision.
