Serious injury determination requires objective evidence, causal linkage, and a full assessment of import effects on domestic industry.

Determination of serious injury or threat of serious injury requires assessment of all relevant objective and quantifiable factors affecting the domestic industry, including increased imports, market share, sales, production, productivity, capacity utilisation, profits, losses and employment. The investigation must also establish, on objective evidence, a causal link between increased imports under the Trade Agreement and the injury or threat, and injury caused by other factors cannot be attributed to increased imports.
